Encouragement in the Bible is usually specific. It is addressed to a community under pressure, a person losing heart, or a group that has been waiting a long time for something to change.
That specificity is a feature, not a problem. A line written to people who were genuinely struggling tends to wear better than a line written to people who were fine.
